You do have to pay to play - an account costs $5 per month or $25 for six months. It is possible, according to this thread, to play as a guest using the username "guest" and password "Guest". It is, apparently, quite unreliable and may take several attempts.
The clients are available to download for the Dell Axim X50v, normal Pocket PCs, and SmartPhones. Unfortunately, I couldn't get it to start on my iPAQ 1910, but perhaps someone on a newer Pocket PC will have more luck!
